2025年3月1日，國家公共數(shù)據(jù)資源登記平臺正式上線運行，登記工作全面展開，這標(biāo)志著數(shù)據(jù)要素市場化配置改革邁出重要一步。開展公共數(shù)據(jù)資源登記，是貫徹落實《中共中央辦公廳 國務(wù)院辦公廳關(guān)于加快公共數(shù)據(jù)資源開發(fā)利用的意見》的重要舉措。國家發(fā)展改革委、國家數(shù)據(jù)局聯(lián)合印發(fā)《公共數(shù)據(jù)資源登記管理暫行辦法》《公共數(shù)據(jù)資源授權(quán)運營實施規(guī)范》《關(guān)于建立公共數(shù)據(jù)資源授權(quán)運營價格形成機制的通知》后，國家信息中心積極搭建技術(shù)平臺，地方、部門和相關(guān)企事業(yè)單位主動對接落實資源登記工作，為平臺如期上線創(chuàng)造了條件，也為逐步形成公共數(shù)據(jù)資源全國“一本賬”，促進供需對接和公共數(shù)據(jù)規(guī)范化、透明化應(yīng)用奠定基礎(chǔ)。

國家公共數(shù)據(jù)資源登記平臺主要負(fù)責(zé)辦理中央和國家機關(guān)及其直屬機構(gòu)、中央企業(yè)的登記業(yè)務(wù)，同時暫時代為受理部分未完成平臺建設(shè)省份的登記申請。公共數(shù)據(jù)資源登記平臺是開展登記工作的信息化載體，實行“一個標(biāo)準(zhǔn)、兩級架構(gòu)”。國家數(shù)據(jù)局制定統(tǒng)一的登記技術(shù)和業(yè)務(wù)標(biāo)準(zhǔn)，負(fù)責(zé)建設(shè)國家公共數(shù)據(jù)資源登記平臺，確保與各省級平臺對接，實現(xiàn)登記信息互聯(lián)互通和統(tǒng)一賦碼，各省級數(shù)據(jù)管理部門牽頭建設(shè)省級登記平臺，目標(biāo)在2025年年內(nèi)構(gòu)建起職責(zé)明確、分工負(fù)責(zé)、運轉(zhuǎn)有序的全國公共數(shù)據(jù)資源登記體系。
